Dreamers: A Modest Proposal

Here is a modest proposal for the dilemma we face with the Dreamers. Why not grant them permanent legal status, not citizenship, but require them at some point in the future to go back to their country of birth if they want to apply for citizenship. That will put their application in the proper order along with others from their country of birth but still give them the freedom they need to live in the United States.
